The NKDB Inter-Korean Social Integration Education Center is a leading North Korean human rights-focused private institution in South Korea. Each year, we invite lecturers and participants from both South and North Korean backgrounds for our spring and fall academies. These programs aim to strengthen the capacity of civil society in preparation for unification and to train future experts in various fields.

On March 11, we launched the 7th Unified Law Academy.

The Unified Law Academy was created in recognition of the urgent need to prepare for Korean unification from a legal and institutional perspective. The program is designed to raise awareness and deepen understanding of unification law through lectures by legal and academic experts in the field.

Let’s take a look at some highlights from the opening ceremony and first lecture, which marked the beginning of this 10-week online program. 


The first lecture of the Unified Law Academy was delivered by Attorney Myung-seop Han, under the theme “Introduction to Unification Legal Systems and Recent Trends in North Korean Legislation.”

Attorney Myung-seop Han explained that most legal issues arising between North and South Korea stem from their mutual denial of statehood. Building on this point, he discussed article 3 of the South Korean Constitution, the concept and legal nature of state recognition, and used the cases of Yemen and Cyprus, where statehood is contested, to explain the legal status of North Korea.

He also introduced two relatively recent North Korean laws: the Law on the Rejection of Reactionary Thought and Culture and the Law on the Guarantee of Youth Education. He explained that under these laws, any acts of importing, distributing, or viewing content from South Korea, the United States, or Japan are punishable. In contrast, content from countries such as China is subject to punishment depending on its content.

Participants shared that the lecture was an excellent opportunity to gain a broad understanding of North Korea’s unfamiliar legal system, and they were particularly intrigued by the chance to see actual North Korean legal codes.

Many also remarked that the most impressive part of the session was analyzing the division of the Korean Peninsula through the cases of Cyprus and Yemen, which offered a comparative and insightful perspective.
