The Database Center for North Korean Human Rights (NKDB) would like to cordially invite you to our February conference on the Universal Periodic Review (UPR), as the Democratic People's Republic of Korea (DPRK)'s 4th UPR is quickly approaching. This month, NKDB is excited to announce the publication of "Third Time's the Charm? Monitoring North Korea's Implementation of the 3rd UPR and Looking Towards the 4th UPR" (available in English and Korean). This publication comprehensively examines changes in the human rights conditions of the DPRK since 2019, comparing them against the recommendations that the state accepted and thereby promised to pursue during the 3rd UPR cycle. Published as part of NKDB's longstanding tradition dedicated to the UPR, this report is preceded by two NKDB publications that evaluated the DPRK's engagement in the 1st and 2nd UPR cycles, respectively. Our upcoming conference, scheduled on February 22nd, will highlight key findings from this new publication on the 3rd UPR cycle, as well as deliver insights from guest speakers and panelists on the DPRK and the UPR mechanism. Through this conference, NKDB hopes to provide members of the international community with the proper context to address the DPRK's upcoming 4th UPR.
