On September 28th, NKDB's Director of International Cooperation, Hanna Song, was quoted in an article by NK News regarding North Korean overseas laborers that continue to work in Vietnam. Under UN sanctions, all North Korean laborers were ordered to return to North Korea by the end of 2019, but many remain unable to return due to the COVID-19 pandemic. In the article, Director Song indicated that North Korean laborers remaining abroad can also have positive effects.
"It’s well known that North Koreans are the most isolated group of people in the world, and so when they are able to go overseas they’re able to see, hear and experience a world that their government has tried so hard to hide from them," she said.
